ASSISTANT FISCAL OFFICER- ADMINISTRATION

Basic Function:

Assists in the day-to-day financial and accounting operation of the administrative office.            

Distinguishing Features of the Class:

This classification directs and performs responsible tasks involving all aspects of the Fiscal Office for the library system. Maintains extensive contact with both internal and external library customers, vendors and service providers. Provides guidance and oversight in the implementation of Board policies and compliance with laws, regulations, contracts, budgets and the collective bargaining agreement in maintaining the efficient operation of Fiscal Office activities. Duties include the supervision of staff to ensure completion of duties on a timely basis and performing special tasks. The work is performed under the general supervision of the Chief Fiscal Officer.             

Primary Responsibilities:

Payroll & Fringe Benefits - Assists with the implementation of annual insurance renewals and assists in payroll processing.

Accounts Payable – Manages accounts payable functions, including processing purchase orders, paying invoices and maintaining accounts payable files.

Deposits and Banking - Receives, counts, balances, and deposits library funds, maintains files of deposit records, and balances bank accounts at end of each month.

Board Secretary Duties – Acts as backup to perform secretarial duties for the Board of Trustees.

Administrative Duties – Attends all Finance Committee meetings, provides administrative support to the Chief Fiscal Officer and Chief Executive Officer, and acts as backup to the Fiscal Officer. Assists in the preparation of the budget. Analyzes data, prepares reports as requested. Responsible for maintaining the library's records retention and destruction system.

Acts for Chief Fiscal Officer in his/her absence or as assigned, including investment of funds, preparation of budgets, supervision of clerical staff and all required reports

Supports and effectively implements library administrative policy

Performs other duties as may be assigned by the Chief Fiscal Officer or Chief Executive Officer 

 

Qualifications:

College degree in business or accounting, or a high school diploma with at least seven years of experience in job with similar responsibilities.

Strong proficiency in Microsoft Office products and accounting software. Experience with SSI software a plus.

Demonstrated integrity and honesty; must qualify to be bonded.

Excellent attention to detail. Must be able to meet deadlines.

Knowledge of administrative policies governing public entity financial practices and procedures.

Advanced problem-solving skills required to address complex issues that may arise. Must be able to set priorities and work independently.

Exceptional judgment and discretion required. Must be able to maintain confidentiality.

Excellent communication skills, both verbal and written. Requires a bachelor's degree in accounting or related field, and two to three years of related experience or equivalent combination of experience and training which provides the required knowledge, skills and abilities.

Salary and Benefits:This is a full-time position (38 hrs/week) with full benefits and a salary range of $38,334-$57,502
